Frank Holten is an urban area almost entirely surrounded by East St. Louis and within sight of St. Louis's Gateway Arch. The 1,080-hectare park features a variety of natural attractions including a waterfall, an amphitheater and a state park, as well as an open space.

He was first elected in 1916 and served 48 years in the Illinois General Assembly, and died in December 1966 at the age of 98. The park was founded in 1964 and was formerly called Grand Marais, after his death it was renamed Frank Holten.

Besides the lake, Frank Holten offers a variety of plants and animals, and many common species can be observed throughout the park.
