Pets are welcome as long as they are kept on a leash, cleaned and under control of their owner. Delaware State Park rules and regulations apply to all areas, although certain parts of Wilmington State Park are owned by the City of Delaware.

According to the dog area, all three areas of Wilmington State Park are managed by the Delaware Department of Natural Resources and Environmental Control (DNR) and the City of Delaware.

Brandywine Park is under the jurisdiction of the Wilmington City Council and Delaware State Parks.

The rules of the area state: "Dogs must be kept on a lead as long as they reach the boundaries of this area on a lead.

The 100-year-old Rockford Tower is located in the heart of the park and features beautiful woodland that surrounds a large open space, making it one of Delaware's most scenic parks. The historic stone water tower is located on a gentle hill and offers a magnificent view over the city.
